Wear required safety equipment and make sure the group understands the turnaround plan.

Call it MAYBE when an exposed crossing is optional, the wind may shift, conditions are building, observations are limited, or staying close to shelter would materially improve the plan. Call it SKIP when official warnings apply, thunderstorms threaten, current waves already challenge safe control, or the only return requires a long exposed reach.
