A reservoir rule curve shows the water level or storage the operator generally seeks for each part of the year. Read the curve alongside the reservoir’s current observed level, recent trend, weather outlook, and official notices. It can show whether the pool is above or below its seasonal objective, but it does not publish a guaranteed gate schedule or promise a specific release.
A rule curve shows the seasonal storage objective
A rule curve, often called a guide curve, is a calendar-based line showing a reservoir’s desired pool elevation or storage volume. The horizontal axis is normally the date or month, while the vertical axis may use feet of elevation, acre-feet of storage, or another project-specific measure. Follow the units exactly. Elevation describes water-surface height; storage describes the amount of water held. They are connected through the reservoir’s shape, but they are not interchangeable numbers.
The line changes by season because reservoir operations balance authorized purposes and changing water conditions. A project may reserve more empty space when runoff risk is greater, then retain more water during another period. A downward-sloping curve generally indicates a lower seasonal objective, while an upward-sloping curve indicates a higher one. That is an intended operating direction, not a prediction that the reservoir will trace the line smoothly or arrive at it on a certain day.
Operating bands put the target in context

The difference from the curve creates pressure rather than a schedule
The vertical distance between the observed pool and the rule curve is a useful planning signal. When the pool is above its target, inflow is rising, or the curve is falling seasonally, there can be more reason for the operator to make room. When the pool is below target, inflow is limited, or the curve is rising, there can be more reason to conserve water. Treat those combinations as questions to monitor, not as instructions that gates must change next.
Actual releases are bounded by far more than the curve. Outlet capacity, reservoir elevation, rate-of-change limits, downstream channel conditions, required flows, coordination with other reservoirs, and special operational rules can all constrain a response. Heavy rain may raise inflow while high downstream water limits how much can safely be passed. Conversely, a reservoir can remain away from the curve for a time because real conditions or other authorized objectives take precedence. The curve explains the framework, not the release timetable.
Current observations and forecasts complete the trip picture
Use the curve with the freshest official data available for the reservoir and the water you plan to fish. Check observed pool elevation or storage, then review the graph for the recent direction and rate of change. If published, compare inflow and outflow, and check a downstream river gauge when fishing below the dam. Note each timestamp, measurement unit, and data status. Real-time water readings can be provisional and later revised, so a stale or missing value should increase caution rather than suggest stable conditions.
Then separate observations from forecasts. Observations show what has already happened; weather forecasts and river outlooks indicate what may change. Rain, snowmelt, thunderstorms, wind, and heat can affect inflow, access, and boating conditions, while forecast uncertainty generally grows farther into the future. Check the reservoir operator’s notices and local weather alerts shortly before leaving and again at the access point. A posted release notice, closure, warning, or restriction outranks any interpretation of a rule-curve chart.
A conservative decision keeps the rule curve in its proper role
Choose GO when official notices show normal access and operations, the observed pool and recent trend fit a stable picture, and weather and water conditions are suitable for your group and route. Choose MAYBE when the pool is notably separated from its seasonal target, inflow or weather could change conditions, downstream data are rising, or the available information is old or incomplete. In a MAYBE situation, shorten the plan, identify a quick exit, and recheck conditions before launching or committing to a shoreline route.
Choose SKIP when an official warning, access closure, evacuation direction, hazardous-weather alert, or release-related safety notice applies. Also skip downstream access when a changing flow could cover a crossing, isolate a bank, or make a return route uncertain. Stay out of floodwater and away from restricted dam and outlet areas. If a location uses a siren or other warning system, follow its instructions immediately, but do not make a warning device your only source of information. A rule curve supports conservative planning; it cannot make changing water safe.
