Gaps and conflicting signals require a conservative interpretation
An unchanged value does not always mean unchanged water. It may mean the station has not transmitted, the webpage has not refreshed, a sensor has stopped reporting, or the parameter is being withheld while an issue is assessed. First check the observation time and whether the source displays a data-availability note, qualifier, or gap. Then compare several independent clues: upstream and downstream stations where relevant, recent rainfall, the short-term forecast, river or lake forecasts, and public information from the managing authority.
Do not force conflicting information into a GO decision. A falling local gage can coexist with unsafe access, debris, releases, or rising water arriving from upstream. Clear weather at the launch does not rule out runoff from rain elsewhere in the basin. Conversely, a high reading may be legitimate but not describe every cove or shoreline. When the data are stale, missing, abruptly implausible, or inconsistent with weather and local observations, choose MAYBE only if you have an easy, legal, low-exposure backup plan; otherwise choose SKIP.
A layered check produces the safer trip decision
Use provisional data in a simple sequence. First, verify that the station is the right waterbody and close enough to inform your access area. Second, identify the parameter, its units, the observation time, and whether the line is rising, falling, or steady over several updates. Third, check the forecast for rain, thunderstorms, heat, wind, and changing temperatures, plus any official flood, marine, dam-release, park, road, or access notices. Finally, plan an arrival check from a safe location before committing people or gear to the water.
Call it GO when current readings are timely and broadly consistent, no official warning or restriction applies, access is plainly safe, and you have a reasonable exit plan if conditions change. Call it MAYBE when the numbers are provisional but coherent and the trip can be shortened, moved to a safer venue, or canceled at the ramp. Call it SKIP when warnings, closures, flooding, unstable banks, unsafe flow, lightning, poor visibility, contaminated floodwater concerns, stale data, or uncertainty leave no comfortable margin. Never walk, wade, launch, or drive into floodwater, around a barricade, or into an area closed by the responsible authority.
